  4. electric high-speed train (Ain Sokhna - Marsa Matrouh ) Green Line

Electric High Speed Rail (HSR) is a new type of rail passenger transportation that is faster and more comfortable than a regular train by making a design that allows trains to run at speeds of 250 km/h. The express train has a higher line capacity, which reduces traffic congestion, achieves higher passenger safety, a better impact on the environment, aids in economic development, enhances the infrastructure of the area and helps contain urban sprawl. This project will contribute to linking the New Administrative Capital and the new cities with the railway network to transport passengers and goods through a fast, modern and safe means of transportation. Implementation of a fast electric train line (passengers & goods) linking the city of Ain Sukhna on the Red Sea coast to the city of Matrouh on the Mediterranean coast.

  5. Preliminary data about the project

The route extends from Ain Sokhna to October Gardens, then branches south until Al-Ayat to connect with the second line, and branches north until Alexandria, Alamein, and Marsa Matrouh, with a length of about 675 km and a number of 21 stations (13 high-speed train stations, 8 regional stations). It will be implemented within 24 months, the design speed of the project. 250 km/h and the operational speed of electric express trains is 230 km/h, regional electric trains are 160 km/h and electric freight tractors are 120 km/h.

  6. Actions: carried out to implement the project

On January 10, 2018, the Council of Ministers agreed to submit the engineering design, financing, supply, implementation, operation and maintenance of the fast electric train line (passengers & goods) (Ain Sukhna - New Alamein) with the EPC+F system to international and local companies.
On 4/11/2020, the Prime Minister’s decision was issued approving the conclusions of the Supreme Committee supervising rapid railway projects headed by the Minister of Housing, Utilities and New Urban Communities and the Lieutenant-General, Minister of Transport, canceling the tender because the cheapest offers submitted exceeded the estimated value of the project as a bonus On the existence of a large variance in the offers made for implementation.
The President of the Republic issued directives on 01/26/2021 for the authority to contract the normal work of the express train (stations - fences - workshops - supply of flanges), and for the authority to coordinate with the German company Siemens to implement systems works, supply mobile units, supply rails and implement railway work, taking into account Taking into account the application of the same specifications, prices and rates of trains and tractors that were agreed upon in the project.
On 14/1/2021, in the presence of the Prime Minister, a memorandum of understanding was signed between the National Authority for Tunnels and the alliance of companies (German Siemens - Arab Contractors - Orascom Construction) led by the German company Siemens to provide a detailed and integrated presentation for the implementation of the rapid electric train network, including all systems works ( Signs - communications - electromechanical works - ......), manufacture and supply of mobile units of all kinds (high-speed trains - regional trains - electric tractors), supply of railway works (rails and switches), workshop design and equipment installation, and the duration of the memorandum of understanding is 6 months.
Several negotiations were held with the consortium led by Siemens, and it was agreed that the implementation of the project (Ain Sokhna / El Alamein / Matrouh) would begin, taking into account (signing the EPC contract with the maintenance contract and financing terms on the same date - not applying the price change formula on the units The commitment of the alliance to implement an integrated ticketing system - the implementation of cable tracks along the path) including maintenance work for all the works that it built, supplied or installed, including all types of overhauls except for the massive overhaul of the mobile units with the alliance’s commitment to supply 3 simulators for each type of mobile units (fast Regional – electric tractor.
